I had a good idea

Dan told me to write my good idea here. I don't know if this will make my good idea go anywhere, but since it will take only a minute and won't hurt anything- here it is:
So businesses get these numbers telling them how much pollution they are allowed to make. If they make less pollution, they can sell the possible pollution to another company and get some money. That equals one incentive for something good (a company making less pollution) and one incentive for something bad (all I need to do is pay money and I can pollute more!). They should take away the incentive for something bad by selling the possible pollution to the government who is not going to pollute extra. Then pollution would actually get less instead of just getting shuffled around.
This idea is way gooder than the idea we have now right?
